Java Licensing Optimization

In January 2023 Oracle completely changed its Java licensing model, introducing employee-based subscriptions instead of traditional per-processor or named-user models. This caused a major shift in how organizations must evaluate compliance and costs.

Oracle ULA Certification Support

ULA (Unlimited License Agreement) is Oracle’s model that allows unlimited use of specific products during a fixed term, typically three years. It is suitable for companies planning rapid infrastructure growth.

ULA Pros

  • Allows to increase software usage without continuous license purchases
  • Cost-effective for fast-growing infrastructures with well-defined product lists

ULA Cons

  • Requires strict control over installations and usage of non-ULA products
  • High support cost — typically 18–22% of contract value
  • Risk of post-certification audit and detection of unlicensed software
  • Vendor pressure to renew ULA unnecessarily

ULA certification is the process of declaring the software deployed at the end of the ULA term. Without proper control, organizations risk declaring too few or too many licenses — both leading to losses:

  • If declared too few — shortage of licenses and additional costs
  • If declared too many — vendor may reject certification and initiate an audit

Before certification, it’s recommended to assess your future needs for 2–3 years ahead. If no growth is expected, certification — not renewal — is usually the best option.

Most of the ongoing costs associated with enterprise software are related to technical support and maintenance. These costs typically increase when new transactions are made or Unlimited License Agreements (ULAs) are renewed — since Oracle and other vendors sum up support fees from previous agreements.

During the optimization process, two main categories of software are identified:

  • Software that requires continued vendor support

VMware Isolation & Virtualization Licensing

Controlling software use in isolated virtual environments allows organizations to manage infrastructure flexibly — scaling licensed assets up or down depending on project needs. Proper virtualization control helps avoid over-licensing and ensures compliance with vendor requirements.

When using virtualization technologies such as VMware, Oracle requires you either:

  • To license the entire virtual infrastructure (all VMware vCenters), or
  • To isolate a specific part of your virtual environment dedicated to Oracle software and license it separately.

The isolation process is complex and involves several stages:

  1. Developing the isolation methodology. Experts design an approach based on Oracle’s requirements and the customer’s environment. This stage includes infrastructure analysis and capability assessment.
  2. Vendor coordination. The developed methodology must be reviewed and approved by Oracle. Documentation is prepared, submitted, and refined through coordination rounds.
  3. Implementation. Once approved, the isolation solution is implemented and replicated across the environment under vendor supervision.
  4. Verification. The final step involves validation and fine-tuning of the implemented configuration to ensure full compliance and stability.
